Is there a bow symbol that is not an emoji?

Unicode has no dedicated text bow, but several characters look like one: ୨୧ (Odia digits), ʚɞ (phonetic letters), ᡣ𐭩 and the bowtie signs ⋈ and ⧓. They follow your text colour, unlike the 🎀 emoji, whose official name is Ribbon.

How do I make a bow with text?

Place a symbol between two bow halves: ୨ and ୧, or ʚ and ɞ. For example ୨♡୧, ʚ🎀ɞ or ୨✿୧. Add sparkles like ⋆ ˚ ₊ around it for a softer look.

Why does ᡣ𐭩 show as boxes?

ᡣ𐭩 combines a Mongolian letter with a character from the ancient Inscriptional Pahlavi script. Recent iPhones and most Android phones display it, but some older devices and computers lack the font. ୨୧ and ʚɞ are safer choices that display almost everywhere.
